It is no longer defined at the point of design or entry into service but evolves continuously in service as platforms are adapted, upgraded and integrated to meet changing operational needs. New technologies are introduced into legacy platforms and systems become more interconnected over time.
Within this environment, complexity is not static. It accumulates over time as systems are introduced into legacy platforms, connected across domains and shaped by evolving operational requirements. This is driving a shift in how UK Defence programmes are being designed and managed to respond more quickly to operational learning.
